A bill prohibiting the sale of alcoholic energy drinks, has been submitted to the state Duma. It is reported ITAR-TASS with reference to the press service of the faction "Fair Russia", which is one of the developers of the document.
As stated in the explanatory note to the bill, tonic substances and taste characteristics of alcoholic energy drinks reduce the severity of intoxication, which leads to inadequate assessment of the physical condition contributed to the loss of control over drinking, leads to the repeated consumption of alcohol.
The taste of the alcohol is hidden caffeine and numerous flavors and fragrances "that suppresses the protective reflexes of the organism as a response to ethanol, and, in turn, carbon dioxide significantly increases the influence of alcohol", say the authors of the initiative, expressing confidence that such drinks lead to alcoholism, often among minors.
A ban on the sale of alcoholic energy already introduced in Chechnya Krasnodar region, Chukotka and the Rostov region, reminded the Vice-speaker of the state Duma Nikolai Levichev. He explained that the production of such beverages will not be prohibited because it needs to change the technical regulations of the Customs Union.
The first region, where soft power are under the ban in June 2012 became the Kuban. Later, the Federal Antimonopoly service has addressed in Arbitration court with a demand to cancel this decision. In March 2014, the court rejected the claim of the FAS.
