  • The head of the Duma Committee on civil society development Sergey Gavrilov (Communist party) proposed to abandon the criminal penalty and limit higher fines or other kinds of property responsibility for repeated violations at rallies, if they haven't caused riots. On Monday, March 20, according to RIA Novosti.

    "However, if such violations have led to riots, attacks on law enforcement officials, abuse of state symbols, and other manifestations of extremism, the criminal responsibility for such crimes must remain inviolable," said Gavrilov.

    In his opinion, the amendments to the criminal code relating to meetings should be a step towards the humanization of Russian legislation and "based on the strict observance of the principle of proportionality of the gravity of the offence and the degree of rigidity of punishment".

    Earlier on Monday it became known that the Russian government requested The Ministry of justice to examine the decision of the constitutional court to consider the question of possible adjustments to article 212.1 of the criminal code, providing punishment for repeated violations at rallies. The Department will consider a possible change in legislation and submit appropriate proposals. Their training will take about three months, said Deputy head of the Ministry Dmitry Aristov.
