The Ministry of communications developed and submitted for public discussion the draft order, which specifies what data the web services need to pass the FSB in the framework of the operational-investigative activities (SORM). The document is available on portal of draft regulations.
The order describes the requirements for program hardware and equipment, which must establish "organizers of information distribution" (ORI) included in a special register. In this list, for example, are Vkontakte, Odnoklassniki, Yandex, Rambler, Mail.ru, Snapchat, Telegram and others.
In turn, the equipment SORM must collect the following information from the register ORI: user ID, date and time of registration surname, name and patronymic, pseudonym, date of birth, IP address, address, telephone number, passport information, list of relatives, forwarded messages, transferred files, audio and video calls.
In addition, the mandatory transmission may be subject to location data, payments, and information about accounts in other services, the program being used, the date and time of authorization and release from service.
The messenger Telegram was made in the register of organizers of information dissemination on June 28. According to Roskomnadzor, the service "started to work in the legal field of the Russian Federation".
